What ArduPilot says:

Each time a ground station connects, the copter sends its banner, which ends with the frame type (for example “Frame: QUAD/X”). “motors not allocated” takes that place when the banner is asked for in the first moments of start-up, before the frame set by FRAME_CLASS has been created. It needs no action; the next banner shows the frame.
