A stick-flown mode cannot be entered while the radio is in failsafe
What ArduPilot says:

The radio is in failsafe and something asked for Stabilize, Acro, Drift or Turtle: modes that mean nothing without a pilot's sticks. With no stick input they would run the motors on a stale or zero throttle, so they are refused until the radio link is back. Modes that fly themselves (Loiter, RTL, Land, Auto, Guided) can still be commanded from the ground station.
What to do, most likely first
The transmitter is off or out of range, and the ground station, a script or a failsafe recovery asked for the mode.
Check“Radio Failsafe” is still on; “Radio Failsafe Cleared” has not appeared.
FixRestore the radio link first, or command a mode that flies itself.
