The u-blox GPS refused to switch a satellite signal on or off
What ArduPilot says:

On the newer u-blox receivers (F9, M10) ArduPilot switches satellite systems and their signals on and off one by one, as GPSn_GNSS_MODE asks. The receiver refused one of those changes; the number is its internal key for that signal. The receiver carries on with the signals it already had.

GPS1_GNSS_MODE(GPS2_GNSS_MODEfor the second GPS) to 0 to keep the module's own choice, then reboot.
