A ground station sent the command that switches high-latency mode. It concerns only links set up for very slow connections such as satellite modems (SERIALn_PROTOCOL 43, MAVLink High Latency): when enabled, such a link carries one short summary message every 5 seconds; when disabled it is silent. Ordinary telemetry links are not affected.
